Reduce fear, and the shift will go very smoothly. This can be done in many ways. Schools can teach all minors ways of dealing with emotions of fear. Encourage all kinds of gatherings, which will lead to more connectedness. Accelerate internet as primary information source instead of todays media, which is only giving a fearbased view of reality. Do more of this ñ reach out and ask people when you don't know, across all borders.
